MY OS is Vista, but we do have a lose PC (either Vista or XP). I had it connected to a monitor only previously and the program to view the recorded video is antique-very cumbersome. So if I connect it to a router, how do I manage the recorded images (FF, rewind, erase, save, etc.)? Hyper V is the operating system to install on the unused PC.

I guess I don't understand the technology.the DVR has some kind of clunky software to view the video and that's the part I'm confused about. I thought I'd need something installed (other than the Hyper V?) Appreciate any other advise.

It allows you install an operating system within an operating system. If it's network based, it should assign itself an IP when you connect it to the router.

You can see the assigned IP's in your routers settings. Type the IP address in your web browser and see if that brings anything up.
